Robert W. Lucas

Mr. Lucas joined Murphy, Pearson,
Bradley & Feeney in 2002, after practicing for
several years in Southern California and later
Sacramento. He has been a member of the California
State Bar since 1989, and is also licensed to
practice before the United States Supreme Court,
United States Court of Appeals for the Ninth Circuit,
and the United States District Courts for the
Central, Eastern, Northern and Southern Districts
of California.
Mr. Lucas' practice emphasizes litigation
in not only state and federal court, but also
administrative proceedings before local and state
agencies. His practice focuses on labor and employment
law, administrative law, and business and commercial
litigation. Mr. Lucas has litigated employment
issues in all phases of pretrial, trial, and appellate
litigation before state and federal courts and
administrative agencies and arbitration tribunals.
Additionally, he has represented a large number
of public employees and their associations in
grievance arbitrations, disciplinary arbitrations
and unfair labor practices. The San Francisco
County Superior Court designated Mr. Lucas as
co-class counsel for the retiree class in Sacramento
County in the coordinated statewide matter involving
county retirement benefits, In re Retirement Cases
(2003) 110 Cal. App. 4th 426.
Mr. Lucas has also established a
unique niche involving childcare licensing and
employment issues. He serves as general counsel
to the oldest licensed day care facility in California,
Grace Day Home. The Sisters of St. Francis established
Grace Day Home in 1920 as the result of cannery
workers in Sacramento dropping off their children
at the convent.
Mr. Lucas received his Bachelor's
degree in Political Science from the University
of California, Santa Barbara in 1986. He gained
Honors at Entrance to the University of the Pacific,
McGeorge School of Law, where he graduated in
1989. While at McGeorge, Mr. Lucas was the Managing
Editor and on the Board of Editors of the Pacific
Law Journal. He published "Aborting the Rights
of Minors? Questioning the Constitutionality of
California's Parental Consent Statute?," 19 Pac.
L.J. 1487 (1988), along with synopsis of legislation
in the Pacific Law Journal Review of Selected
Nevada Legislation (1987) and the "Review of Selected
1987 California Legislation" 19 Pac. L.J. 455
(1988).
Prior to joining Murphy, Pearson,
Bradley & Feeney, Mr. Lucas served as an Extern
Clerk to the Honorable Richard M. Sims, III, Associate
Justice of the California Court of Appeal, Third
Appellate District, and as a Deputy City Attorney
for the City of Tustin, California. In addition
to In re Retirement Cases, Mr. Lucas' published
decisions include Barthelemy v. Chino Basin Municipal
Water District (1995) 234 Cal. App. 4th 1609 and
Orange County Employees Association v. County
of Orange (1991) 234 Cal. App. 3d 833. Mr. Lucas
also served as amicus curiae counsel for numerous
California Cities before both the California Supreme
Court and United States Supreme Court in Board
of Supervisors of Sacramento County v. Local Agency
Formation Committee (1992) 38 Cal. 4th 1609, cert.
denied, 507 U.S. 988 (1993).

- Phillips v. County of Sacramento Plaintiff's wrongful termination/civil rights case resulting in $2.4 million settlement reached during trial
- Price v. Sacramento County Employees' Retirement System $58 million class action judgment in favor of retirees over calculation of retirement benefits under County Retirement Act
- Department of Insurance v. General Insurance Co. Obtained dismissal of charges of improper claims handling practices brought against client by California Department of Insurance
- Bickel v. Orange County Transit District- Nonsuit obtained in personal injury action against client transit agency and driver.
